Notice Re: Publication of Retail Market Statistics

NOTICE TO: MARKET PARTICIPANTS

On June 11, 2009 the MSA notified stakeholders that it had commenced a stakeholder consultation process in relation to the Publication of Retail Market Statistics.  At that time the MSA published a ‘Strawdog’ draft upon which interested parties were invited to provide comment.

On July 6, 2009, in accordance with its Stakeholder Consultation Process, the MSA published the comments received on the Strawdog draft.  Subsequently, on July 14, 2009, having considered the comments received from stakeholders, the MSA published a formal response to the comments on the Strawdog draft and its proposed changes to the way in which retail market statistics are to be published on a go-forward basis.  Stakeholders were requested to provide feedback by July 31, 2009 on the proposed changes and any others that they felt would assist in the development of robust competitive retail markets for electricity and natural gas.

Comments were received from two market participants:

Having considered the comments received from stakeholders, the MSA is now publishing a formal response to the comments (Appendix A to this notice)

Appendix A

Based on stakeholder feedback and the MSA’s assessment of the value of publishing more detailed information on retail market statistics, the MSA will adopt the following changes:

• Provide the sizes of the market segments
• Provide regional distributions for the various retail market statistics.

The MSA will not be proceeding with the following change:

• Provide the names of retail firms and their associated market shares by segment and region.

This concludes the formal stakeholder consultation on this matter.  However, the MSA is always open to discussing the ideas that market participants may wish to bring forward to the MSA that will foster the development of the electricity and retail natural gas markets in Alberta.
